This accessibility statement applies to www.cumbria-lieutenant.org.uk.

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

AbilityNet has advice on making your device easier to use if you have a disability.

We are committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below:

Non-accessible content

The content listed below is non-accessible for the following reasons.

We will update the statement when issues are fixed or when we expect them to be fixed.

Non-compliance with accessibility regulations

Content should be written as clearly and as simply as possible. In some areas, content is ‘fairly difficult to read’ based on the Flesch Reading Ease score. This fails Success Criterion 3.1.5. (reading level) - We aim to continuously review and update all website content. All new content should conform to a ‘standard’ level of reading ease or higher.

We have a form in an inaccessible DOC format. We are working towards converting all forms to an accessible electronic format. We aim to resolve this issue by November 2026.

Pages do not start with a level 1 heading as the navigation which is above the main title is listed as a H2. Breadcrumbs also have a H2 title. This fails WCAG 2.2 Success Criterion 1.3.1. We aim to resolve this issue by November 2026.

Some of our web pages do not have clear page titles. Page titles help people understand what a page is about before they read it. If a title is unclear or too general, it can make it harder for people to find the information they need. This does not meet WCAG 2.2 Success Criterion 2.4.2. We regularly check our website and fix problems when we find them.

People using mobile devices cannot zoom in by double tapping on some pages. Instead, they must use two fingers to pinch and zoom. This can make it harder for some people to view content. This does not meet WCAG 2.2 Success Criterion 2.5.1. We aim to resolve this issue by November 2026.

Pages should have a heading that clearly describes the content they introduce. There are several pages that have headings (H2) that are not descriptive enough. This fails WCAG 2.2 Success Criterion 2.4.4. We aim to resolve this issue by November 2026.

We must use colours and colour contrast in a way that makes it easy for users (including people with visual disabilities) to see content on our pages. This includes separating foreground from background. The colour contrast ratio for standard sized text is at least 4.5:1. This is covered in WCAG 2.2 Success Criterion 1.4.3.

Siteimprove is flagging there are pages that have insufficient colour contrast. We are investigating which are false positives and which need to be fixed. We aim to resolve this by November 2026.

It is important that interactive elements (such as links and buttons) are large enough or positioned in a way that allows people to interact with them easily. This means that people with physical impairments or using touchscreens can interact with them without difficulty. Users must be able to tap or click them easily. Elements should be at least 24 by 24 pixels. This means we do not meet WCAG 2.2 Success Criterion 2.5.8. We are investigating which are false positives and which need to be fixed. We aim to resolve this by November 2026.

Content that’s not within the scope of the accessibility regulations

Live video

Live video streams do not have captions. This fails WCAG 2.2 success criterion 1.2.4 (captions, live).

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
